VB-GRAM-G Outreach Kicks Off in Senapati

A Jan-Samvaad (Public Outreach) based IEC programme on Viksit Bharat – Gramin Rozgar Ajeevika Mission – Gramin (VB-GRAM-G) was successfully conducted today at the Multipurpose Hall, Mini Secretariat, Senapati. It brought together district officials, block functionaries, and village authority members of Tadubi, Paomata, Purul, Phaibung, Song Song, and Willong blocks to deliberate on the future of rural employment and livelihood generation.

Scheme Overview

The programme commenced with an overview of VB-GRAM-G by P. P. Ronald, MCS, ADM/Project Director, DRDA, Senapati. In his address, he reflected on the transformative journey of over two decades of MGNREGS in strengthening rural livelihoods and creating durable community assets.

He highlighted that the introduction of VB-GRAM-G—following the enactment of a new Act in December 2025—builds upon the strengths of MGNREGS while adopting a more focused, outcome-driven approach.

He elaborated on the key features of VB-GRAM-G, which include an enhanced emphasis on sustainable asset creation; convergence with other rural development schemes; improved transparency through AI-based digital monitoring systems; and a sharper focus on livelihood augmentation. He also outlined the major differences between MGNREGS and VB-GRAM-G.

Under MGNREGS, rural households were guaranteed 100 days of wage employment, whereas under VB-GRAM-G, this has been increased to 125 days. While wage payments under MGNREGS were entirely borne by the Central Government, VB-GRAM-G introduces a cost-sharing mechanism between the Centre and the States in a 60:40 ratio—with a special provision of 90:10 for North Eastern States.

Additionally, unlike MGNREGS, which had no statutory pause period, VB-GRAM-G allows States to notify up to 60 days in a financial year during which work will not be undertaken, thereby providing adequate time for agricultural activities such as plantation and harvesting for rural households.

Permissible Works

A detailed presentation on permissible works under the scheme was delivered by Nehemiah Rong, Project Economist, DRDA Senapati. He outlined the four major categories of works under VB-GRAM-G: water-related works aimed at ensuring water security; core rural infrastructure development; livelihood-related infrastructure to support income-generating activities; and special works focusing on extreme weather mitigation and disaster preparedness.

Aadhaar-based e-KYC and ABPS

Subsequently, K. Laothii Shangne, APO, DRDA Senapati, emphasized the importance of Aadhaar-based e-KYC and the Aadhaar-Based Payment System (ABPS) as critical components of the scheme. He stressed the need to ensure complete e-KYC and ABPS coverage for all eligible workers and job card holders to facilitate timely and transparent wage payments.

He also underscored that the success of VB-GRAM-G depends on strong coordination and collaboration among village, block, and district-level stakeholders.The programme also featured an interactive session with BDO/Programme Officers of MGNREGA.

Pani James, MCS, BDO/PO of Chilivai Phaibung Block, highlighted the inclusive nature of the programme in covering rural households and stressed the importance of prioritizing natural resource management works for sustainable village development and environmental security.

S. Lunguiba Thangal, MCS, BDO/PO of Purul Block, emphasized the need for maintaining proper work records, ensuring timely execution and geotagging of assets, and upholding quality standards in asset creation in accordance with the prescribed scheme guidelines.

Interactive Session

The interactive session also saw active participation from village authority members, who raised queries and shared feedback regarding MGNREGS and VB-GRAM-G. The concerns and suggestions put forth were duly addressed and noted by the officials during the programme. The session concluded with a vote of thanks delivered by the Project Economist, DRDA Senapati, who expressed appreciation to all participants for their active engagement and reaffirmed the district’s commitment to effective implementation of VB-GRAM-G.

Meanwhile, IEC videos on VB-GRAM-G were also screened to enhance understanding and ensure effective implementation of the scheme.

The programme served as an important platform for knowledge sharing, capacity building, and strengthening grassroots-level implementation mechanisms—marking a significant step towards achieving sustainable rural development in the district.

Govindas Urges Calm Amid Bishnupur Tensions

Manipur Home Minister Govindas Konthoujam appealed to the public at a press conference on Wednesday to avoid spreading misinformation amid rising unrest in Bishnupur district.

The conference at the Minister’s Block, New Secretariat, Mantripukhri, Imphal West, was chaired by Govindas and attended by Thounaojam Basanta Kumar, MLA for Nambol; Tongbram Robindro, MLA for Thanga; and Irengbam Nalini Devi, MLA for Oinam.

Miscommunication

Govindas detailed how a joint CISF, Assam Rifles, and state forces team arrested drug peddler Sabhir Ahmad at Tulihal Airport, Imphal, around 10:30 am. During questioning, he confessed to stashing more drugs and weapons in Kwakta, Bishnupur.

Assam Rifles personnel in plain clothes escorted him there, but local women frisking vehicles halted them, sparking confusion over the vehicle’s occupants. “This miscommunication fuelled suspicion, leading to rapid escalation, violence, attacks, injuries, and the vehicle being torched,” Govindas said.

Security forces, including commandos, later rescued people with local volunteers’ aid.

Security Response Underway

Deployments of state forces, central units, and army are now in place, with combing operations targeting armed elements. “Authorities will swiftly identify and act against those responsible,” Govindas assured.

He urged restraint, noting MLAs from Moirang and Kumbi constituencies are engaged, and a Chief Minister meeting is planned. “Stay calm; do not amplify panic through rumours,” he stressed.

NWU Condemns Tronglaobi Bombing

The Naga Women’s Union (NWU) has strongly condemned the killing of an innocent baby and a 5-year-old child of a mother following a bomb attack on a residence in Tronglaobi, Bishnupur District, on 7 April 2026. NWU alleged the attack was carried out by suspected Kuki armed miscreants.

Calling it a grave and inhumane crime, NWU said the incident—occurring close to a CRPF camp—has raised serious concerns and questions regarding the safety of civilians.

Grief and solidarity

NWU said it was “deeply saddened and shattered” by the deaths of defenseless children, expressing profound sorrow on behalf of the mother whose children were killed.

The union also said it stands with the bereaved family and with the mother, who reportedly sustained multiple splinter injuries and is currently undergoing treatment in the ICU. NWU prayed for her speedy recovery and wholeness, saying the organization remains committed to justice and the protection of life.

Accusation against CRPF

NWU also condemned what it described as reckless actions by CRPF, alleging that CRPF fired indiscriminately towards the public. The union claimed the action resulted in four civilians dead on the spot and more than 10 people injured.

NWU termed the alleged incident as an unacceptable act of terror against unarmed civilians, adding that responsible officers and personnel must be held accountable under the law of the land.

Calls for swift action

NWU urged the state and central governments and concerned authorities to treat the case as a top priority, saying the perpetrators must be brought to justice and stringent punishment should be awarded.

Condolences

In a message of solidarity, NWU extended heartfelt condolences to the bereaved mothers and the families affected by the tragedy. The union said it stands with them in their pain and loss, offering prayers and full moral support during this difficult time.

NWU also appealed to all sections of society to reject violence in all forms and work together to ensure a safe and peaceful future for children. It further urged the government to take resolute steps to contain the conflict and ensure the safety and security of citizens.

Manipur: UNC Plans Meet on Naga Situation

A consultative meeting titled “One Day Consultative Meeting on the Prevailing Situation in Naga Homeland” will be held at TBCI Hall, Imphal, beginning at 11 am on Thursday.

The programme, organised by the United Naga Council (UNC), is expected to bring together leaders and representatives of multiple organizations to deliberate on current developments in the region and discuss community needs and future direction.

According to the meeting’s programme schedule, the session will be moderated by Vareiyo Shatsang, General Secretary, UNC, while reporting responsibilities will be shared by Isaac Cheranamei (General Secretary, ANSAM) and Worleichan A Shimray (Art & Cultural Secretary, NWU).

The meeting will commence with an opening prayer delivered by Rev. Aphang Shimray, President, UTBCI. A keynote address will be delivered by Ng. Lorho, President, UNC, to set the context for discussions on the prevailing situation in the Naga homeland.

A central sharing segment is expected to cover the prevailing situation, presented by Ino Samson Remei, Convenor, WC, UNC. Media handling will be addressed by Wango Koring, Speaker, UNC, while health care perspectives will be shared by Th. Angteshang Maring, President, ANSAM.

The meeting will also feature discussion on legal aspects, presented by Joyson Mazamo, Convenor, NPMHR-S, and a session on the role of church, delivered by Priscilla Thiumai, President, NWU. Diplomacy-related deliberations were shared by AC. Thotso, Member Secretary, WC, UNC.

A period of discussion and interaction followed the sharing sessions, leading to conclusion remarks by the President, UNC.

The meeting will conclude with a vote of thanks extended by N. Paujan Gonmei, Vice President, UNC, along with mass prayer and benediction led by Rev. Simon Raomai, President, AMCO.

The consultative format is designed to gather perspectives from across stakeholder groups and strengthen collective understanding in response to the ongoing situation in the region.

Senapati Steps Up Monsoon Preparedness

Ahead of the upcoming monsoon season, the District Disaster Management Authority (DDMA), Senapati, convened a series of preparedness meetings to ensure agencies are ready to tackle monsoon-related risks.

The meetings were chaired by Mamoni Doley, Deputy Commissioner and Chairperson of the DDMA, and were held at the DC Conference Hall on April 9 and April 13, 2026.

During the sessions, the Chairperson stressed the urgent need for proactive action to reduce hazards that typically increase during heavy rainfall, including flooding, road disruptions, and potential accidents. She issued key instructions to multiple departments and implementing agencies to strengthen on-ground readiness well before the monsoon fully sets in.

According to directives given during the meetings, officials of NHIDCL, PMGSY, and PWD were instructed to clear drainage blockages along the National Highway (NH) and to repair potholes immediately to ensure smooth and safe road travel.

In addition, Indradhanush Gas Grid Limited (IGGL) was directed to remove debris from roadsides—particularly in areas where pipelines have been laid—to reduce traffic congestion and prevent mishaps.

The DDMA Chairperson also directed Sub-Divisional Officers (SDOs) along the NH to undertake systematic checks, including identifying encroachments on the Right of Way (RoW). Where violations are found, SDOs were ordered to initiate eviction measures against trespassers to protect road safety and operational integrity during the rainy season.

Special attention was given to water-related risks. SDO Senapati was tasked with inspecting the Senapati River and initiating necessary eviction actions where required to reduce the likelihood of flooding and prevent riverbank blockages.

Further, the Chairperson placed several departments—Police, CEO ADC, Medical, and CAF & PD—on high alert, directing them to remain in constant readiness for emergency response and to handle any unforeseen incidents during the monsoon.

A fast-tracked follow-up meeting was also held on April 13, 2026, after an incident at Lairouching. The meeting was attended by SDOs, NHIDCL, IGGL, and the Police Department, and resulted in tighter instructions focused on immediate removal of roadside debris. It also emphasized the need for temporary drainage arrangements to safeguard both public movement and road infrastructure.

Concluding the briefing, the DDMA Chairperson appealed to residents to actively cooperate with district administration efforts. Citizens were urged not to encroach upon the Right of Way with construction materials and to avoid unauthorized activity along riverbanks, urging compliance to protect the safety of the wider community throughout the rainy season.
